The National Congress AI Governance & Compliance is the annual platform for AI governance leaders in the Netherlands, organized by Outvie. With speakers from Microsoft, Rabobank, Bunq, and the Dutch Data Protection Authority, the congress addresses how organizations smartly combine the AI Act, GDPR, and NIS2 and translate governance into strategic impact.
From compliance burden to competitive advantage
With the AI Act deadline of August 2026, governance issues are becoming urgent: how does an organization classify high-risk AI applications, how do you prevent assessment overload, and how do you make governance ROI visible? Research by MIT (2025) shows that 95% of AI pilots fail due to poor governance, not technology. At the same time, 81% of Dutch IT teams have no insight into how employees use generative AI (Emerce, 2025). The conference brings together AI Governance Officers, Compliance Officers, legal experts, and tech leaders to address these challenges.
From boardroom to shop floor
The program covers, among other things, a High-Risk Reality Check to determine what organizations really need to arrange before the AI Act deadline, combining the AI Act, GDPR, and NIS2 without duplication of effort, practical DPIA and FRIA templates that pass audits, and strategies to manage shadow AI after going live. Speakers share lessons from Rabobank, Danone, Bunq, and Microsoft, among others, on how to make governance measurable and how to convince the board. Components include a duo opening session on Europe’s AI reality, interactive masterclasses, a live podcast on agentic AI governance, and multiple rounds of breakout sessions.
